The Youth Employment Summit in 2002, in Alexandria, Egypt, organized for and attended by diverse stakeholders from all over the world, will be a forum where innovative policies, practices and ideas will be shared and used for initiating committed action.
Why A Summit on Youth Employment? As we see it the problem is two fold:
1. The Facts: In the developing countries the demographic bulge the largest population of young people ever, that harsh realities of inadequate resources and growing polarization between the haves and the have nots and the related dire consequences on the social, political and economic fabric
of these countries. In the developed countries the aging population and
the burden that places on the economy, shifting labor markets and the associated problems with the school to work transitions
2. Collaboration between the various actors: We know that there are a number of efforts being made to address the problem of youth employment, such as the 1998 World Conference of Ministers Responsible for Youth, World Programme of Action for Youth to the 200 and Beyond adopted by the UN General Assembly in 1995, in Nov. 1996 and the World Youth Forum held in Vienna as a follow up, commitment 3 of the Declaration of the World Summit for Social Development adopted in March stresses the promotion of the goal of full employment as a basic priority for economic and social policies, the Kobe Jobs Conference amongst others. ILO is also focusing on the issue of youth employment. These and others are exemplary efforts but are basically UN and government driven with some NGO consultations.
Therefore, what the Summit organizers have felt missing is a global collaborative effort to bring into this mix the private sector (the engine for growth), the youth themselves and to collectively find a way to share successes and to work together. This civil society Summit is designed to support the
work started by UN and other government agencies. We know that Summits are action-forcing and awareness-generating events. The Youth Employment Summit will be a forum where innovative policies, practices and ideas can be shared, and used for initiating committed action. The Summit is an opportunity for getting organized, creating partnerships, seeking media attention and alignment, creating public awareness and placing the burning issue of youth unemployment on the global agenda.
Employment policies of the past have shown their limitations, especially in developing countries. In many cases, government policies were proven ineffective in dealing with youth employment issues. With significantly changing labor market conditions everywhere, no one can afford to conduct business as usual. The future calls for a fresh orientation and novel approaches, especially towards youth employment. The Summit aspires to forge a new type of partnership between government, business and civil society, including NGOs and the media. |
