The Commission was an interesting experience, particularly from a U.N. organizational analysis perspective. The 45th session was the first year of a new structure to the Commission: one where policy issues were dealt with through a two-year cycle. The first year is a review year and the second is a policy year. It was clear that most of the people there didn't really understand what was going on, and there were a number of disperate components working aside of each other with relatively little cooperation.
