Global health funding at the World Health Organisation (WHO) is skewed
towards infectious diseases and does not reflect the actual health
needs of recipient countries, say researchers in The Lancet this month (1
November).

The United Kingdom-based team compared the allocations for infectious
diseases, chronic non-communicable diseases and injury with their burden
- deaths and number of productive years of life lost due to a disease
- in each budget cycle of the WHO from 1994-95 to 2008-09.

They looked at whether there was a difference between the regular WHO
budget, to which all member states contribute and which is decided by
democratic consensus, and extra-budgetary funds, which are voluntary and
most often come from developed countries.

They found consistent evidence that funding is skewed towards
infectious diseases. In 2006-07, for example, infectious diseases,
non-communicable diseases and injury received 87, 12 and one per cent of funds
respectively. This skew was even more extreme in the extra-budgetary funds.

The pattern was the same in both Africa and the Western Pacific,
despite differing patterns of disease burden - Africa has a high infectious
disease burden and relatively low non-communicable diseases, while the
opposite is true in the Western Pacific.

Lead author David Stuckler, research fellow in the department of
sociology at the University of Oxford, told SciDev.Net that it was possible
the gap was even wider in other global health-related organisations such
as the World Bank and the Gates Foundation.

He added that many institutions follow the WHO's lead in global health.
"WHO has the opportunity to step out as a bold leader for setting
global health priorities. Yet it, in part, is transferring this
decision-making role away from its member states to private donors. Our study
echoes the point that we need democracy in global public health."

He said that infectious diseases are prioritised for a variety of
reasons, which include the North's perception of a threat from Southern
infectious diseases; perceived economic cost; and a holdover from the WHO's
inception when infectious diseases were prevalent.

"Our analysis suggests that donors are giving money out of geopolitical
or economic interests, rather than based on the actual health needs of
recipients," he said. Martin McKee, co-author of the study, from the
London School of Hygiene & Tropical Medicine, added that "the 2008
Bamako ministerial forum offers a rare opportunity to reassess research
priorities".

Addressing the forum's delegates, Stuckler said: "Consider whether the
way money is being allocated is in the best interests of those
receiving the funds. Try to establish systems for oversight and for empowering
health ministries to set their own priorities through democracy, [and]
not only through private philanthropy."

43 years down the line, Zambia celebrates its independence this 24th October, 2007.
Zambians enjoy 43 years of freedom and democracy since their liberation since 1964 when we fought the British.
However, Zambia is still one of the poorest and the most HIV affected nation is the world. Levels of poverty and Unemployment among young people are extremely high.
The Zambians population is a young one with more than 70% represented by young people of ages 15-25.
Because of high rates of unemployment, young peoples activities are characterized by heavy beer drinking, substance abuse and prostitution.
Regardless of all these facts, Nothing stops a Zambian from Smiling and welcoming a visitor, and that is why Zambians are one of the friendliest people on earth.
Our freedom means a lot to us and every day is a blessing to us.

 HIV and AIDS IN CHIPATA, ZAMBIA - Posteado por: Henry Davids

The young people of Eastern Province have not been sidelined from the traumas and pains that the HIV pandemic has brought. It is unfortunate to note that Chipata represents the highest infection rate of 26.3% in Zambia of the countries average infection rate of 16%. Youths represent three-quarters of those infected.

Several reasons have been given as regard to the higher infection rate in Chipata and Katete. One of which is that of Chipata being situated at the Zambia - Malawi boarder, and Katete being situated at the Zambia- Mozambique boarder. These two boarders have a higher number of sexual workers, as they are transit areas.

Poverty is one another factor that has contributed to the high rate of the pandemic in Chipata District in particular. Therefore the young people are left with no choice but to look at means of how they can make their needs met. This has faced some youths to get involved in drugs, sex work and many other vices that make them vulnerable to the HIV pandemic.

YDF,which is an NGO i work for, has identified this problem and realized its aim for the young people.

Coming up with suitable ways and modes on how it would reduce the pandemic rate is its endeavourer.

YDF wish to come up with programmes that will directly look at the need of the young people on HIV/AIDS. To reduce and to take action on HIV/AIDS issues among the young people. YDF intends to:

· Promote a youth friendly environment were issues of HIV and AIDS issues will be discussed.

· Conduct public and official sitting on the HIV and AIDS pandemic

· Empower the HIV and AIDS infected and affected youths with sustainable projects to enable them to run their daily activities.

· It also wishes to conduct debates to challenge myths and stigma surrounding HIV and AIDS.

 Keep Zambia Clean Campaign - Posteado por: Henry Davids

The Government of the Republic of Zambia embarked on a sensitization campaign of keep zambia clean. The Local Government and Housing Minister, Sylvia Masebo, told a Press briefing in Lusaka on 21st june,2007, that she was happy that the Government had allocated K200 million in this year's Budget for the program.
Zambia is one of the poorest countries and its total population is half constituted by the young people. These young people have been heavily affected by HIV pandemic as they are faced with high unemployment levels. There activities are mginalized with substance abuse and beer drinking.
In this regard, government as i feel should look at means of how to address the real issue of unemployment.
Therefore, i rate the keep Zambia clean campaign a waste of resources as Zambia has more important issues to address.
