The world has undergone major political change since the beginning of this century. These changes have a fundamental bearing on systems, institutions and processes of governance, as well as the norms and values of the societies in the region. Specifically, the major thrust of the changes is to enhance the political competence of the citizens and to strengthen the capacity of civil society.
Constitution making, democratic elections, and political party building are some of the challenging tasks that pose a variety of problems in a rather fragile and volatile transition. Good and prudent governance becomes vital in addressing these problems in the interest of the long-term consolidation of democracy and peace-building in the world.
It becomes more and more obvious that a comprehensive peace-building approach is needed, including inter alia, the issue of governance, humanitarian aid, development cooperation and conflict resolution. The personal and social conditions, as well as other circumstances at the roots of the conflicts, which could play a role in conflict de-escalation, have to be taken into account. Peace-building efforts have to empower regional and local actors and have to be implemented as early as possible in order to prevent violent conflict escalation, human suffering, and expensive military operations and post-war reconstruction. There is an increasing need for civilian experts who are well prepared to conceive, design and implement peace-building activities.
Goals of the Seminar
The overall purpose of the seminar is to encourage a policy related discourse combined with a training workshop on mediation aiming at the elaboration of relevant peace-building in the world. The specific objectives are:
- To explore ways and to elaborate a number of action oriented recommendations on activities that could be undertaken by various actors, namely, non-governmental, governmental and inter-governmental
- To explore ways of improving the effectiveness of cooperation between the various international actors,
- To establish a network of researchers, officials and activists in peace-building in the word and thus have a platform to build on a sustained capacity for peace-building in the region.
Participants of the Seminar
Interaction between the participants of the seminar is of tremendous importance; participants would be invited with a very heterogeneous background with regard to their:
- culture and citizenship;
- organization they work with (governmental and non-governmental)
- professional field (e.g., politics, human rights, economics, media, military)
- knowledge and experiences in peace-building
- and, of course, with regard to their gender.
It is felt that the views and experiences of those from outside the immediate region would be conducive to the achievement of the seminar/conference goals. All participants should join the program in their personal capacities rather than as representatives of their respective governmental or non-governmental organizations.
