United Youth Front International in collaboration with Society for Life and Development, supported by Ondo State Ministry for Women Affairs, Youth, and Social Development, is pleased to announce the First YES Nigeria Network Stakeholders’ Forum2007- ‘Charting the Way Forward’,
In Nigeria today, about 70 per cent of the population are under the age of 30 and unemployment is a recurring issues. Over 70 per cent of the unemployed are relatively unskilled people between the ages of 13 to 25. Nigeria alone has over 100 tertiary institutions made up of Federal and State (University, Polytechnic, Colleges of Education/Agriculture, Teachers Training College and other specialized Institutions). Unfortunately, all these educational institutions share one thing in common: teaching and learning for white collar jobs. The fact is that in the educational sector, we are in a total mess and basic education is not sufficient for today's young people to successfully survive. The Department of Labour was set up in 1942 to take responsibility for public policy, in respect of policy formulation, implementation and monitoring. In 1951, the Department was upgraded to a Ministry of Labour, while a further reorganization in 1979 led to a change of name to the Ministry of Employment, Labour, and Productivity (MELP).
Since the emergence of military regimes in the mid-1960s, Legislation which should have evolved from deliberations of the National Labour Advisory Council have been DECREED unilaterally by the government. In deed, the Ministry of Employment, Labour, and Productivity has itself been ignored in a number of policy initiatives, as several regulations have been made without reference to it. There are problems within the government in implementing policies and political support is needed. On 26 March, 1986; a committee was set up by President Ibrahim Babangida to deliberate on strategies for dealing with mass unemployment under the auspices of the Federal Ministry of Employment, Labour and Productivity. The reason behind setting up the committee was not unconnected with a decline in the fortunes of the Nigerian economy which resulted to a desperate and alarming rate of unemployment. The committee submitted its report in October, 1986 and based on its recommendations; the "National Directorate of Employment (NDE) was established on November 22, 1986. Its initial core programs were formally launched on 30 January, 1987 by the Chief of General Staff - Vice Admiral Augustus Aikhomu, on behalf of the President. Consequently upon a presidential directive, the board of directors articulated four practical programs nationwide, each operating as a separate department. The four (4) programs are: -National Youth Employment and Vocational Skills Development Program -Small Scale Industries and Graduate Employment Program -Agricultural Sector Employment Program-Special Public Works Program
Together, these programs were not demand driven and formulated bottom-up with the poor as active stakeholders in the decision-making process. Also, bureaucracy in the delivery of services is inhibited by the programs. More so, there was no policy framework which provides guidelines for poverty alleviation efforts, particularly their coordination, monitoring and execution. Consequently, the programs suffered from (i) poor conceptualiization of the poor (ii) poor or ineffective targeting of the poor leading to high level of leakages of the benefits to unintended beneficiaries and, (iii) overlapping functions which ultimately led to institutional rivalry and conflicts. YES Nigeria Network Stakeholders' Forum2007, aims to assess and achievements of the Country Networks and Action Plan2007-2008, will bring together members of YES Nigeria Network, Youths, Governments, United Nations System and its Agencies, Donors, NGOs/CBOs, Foundations, Patnerships, Academic, the Private Sector, Financial Institutions, and of course YES Campaign Secretariat.
The Forum is a dynamic and interactive engagement of actions and commitments for stakeholders with following objectives: 1. Harmonization of the YES Nigeria Network and overview of policies on existing youth employment in Nigeria, 2. Provide equal opportunities for young people and expand skills in the fight against youth unemployment in Nigeria,3. Share information and knowledge on YES Inc, YES Campaign, YES Country Networks, and YES Good Practices etc. among stakeholders 4. Provide development experience tailored to the needs of NGOs/CBOs to review and assess own capabilities with a view to identifying ways of solving youth employment crises in Nigeria, 5. Draft Communique of the YES Nigeria Network and Call for Young People Participation on youth employment issues, 6. Action Plan2007-2008 and Beyond of the YES Nigeria Network
METHODOLOGY: YES Nigeria Network Stakeholders' Forum2007 is designed to simultaneously address key employment concepts while encouraging the principles of dialogue, exchange, collaboration, and building effective partnerships by learning from each other and from country experiences. Therefore, the uniqueness of the forum is in its format, specifically in its mix of styles in encouraging discussions around youth employment issues. Specific situations for discussion will be identified in advance in consultation with interested parties, with background papers distributed to participants. Invited Guests from the Federal Ministry of Labour and Productivity; National Directorate of Employment; Federal Ministry of Youth; YES Ghana Network, and others dignitaries on confirmation.

YES Campaign: The YES Campaign was launched by 1600 delegates from 120 countries at the Alexandria Youth Employment Summit, in Egypt on September 11, 2002. The Alexandria Summit was hosted by the Arab Republic of Egypt and was co-chaired by H.E. Mrs. Suzanne Mubarak, First Lady of Egypt and Hon. William J. Clinton, the 42nd President of the United States. Over the years, YES has initiated over 400 programs worldwide to promote youth employability and employment creation. YES has developed a dual approach to deepen its impact. First, YES networks organize training and capacity-building programs. It has been a revolutionary idea since its founding in 1996, as United Youth Front that could be applied to tackle and solve problems of access to good education and adequate information which prevent the development of awareness, skills and behaviour needed to combat some of the social ills in our societies. But not until 1998, when a Board of Trustees was constituted on 23 December, 1998 in Lagos Federal Republic of Nigeria-to channel the cause of the new organization and thereafter known as United Youth Front International-UYFI.
