WSISYOUTHAFRICA eCONFERENCE STARTING NOV.20th

The World Summit on the Information Society (WSIS) in 2003 (Geneva) and 2005 (Tunis) will be the culmination of a process of global discussion and harmonization for all countries of the world to come together to develop & foster a clear statement of political will and a concrete plan of action for achieving the goals of the Information Society.

WSIS is an initiative of the International Telecommunications Union (ITU) and the United Nations (UN). Preparation for WSIS consists of Preparatory Committee (PrepCom) and Regional meetings. The African Regional Conference was held in Bamako, Mali from 26-30 May 2002. The next Preparatory Committee meeting will be held between the 17th and 28th of February 2003. A Youth Caucus (see the project page) was initiated at PrepCom1 and has continued discussing areas of concern around the agenda of themes of the WSIS.

WSISYOTUHAFRICA is the African section of the global youth caucus, and we are working on developing and organizing our input into the whole processes beginning with this eConference, and followed by interactive discussions through this group. We will help raise Africa's voice through the youth - and make the Information Society truly democratic and equal.


THE eCONFERENCE:

1. WHAT:

This meeting of minds is a forum for structuring the input of Africa's youths to the WSIS Youth Caucus' paper for the WSIS and our inclusion in our respective governments delegation, policy/position paper. We'll be discussing on how to develop and foster a clear statement of political will and a concrete plan of action for achieving the goals of the Information Society.

Our springboards/topics include:

' Issues of Access (a really big issue for a lot of Africans)

' Content and Rural Inclusion

' Gender

' Education & Illiteracy

' Intellectual Property Rights & Ethics

' Health

' ICT's & WAR

' Brain Drain

2. WHEN:

We'll be working with the following timeline for our discussions on the issues/topics listed above. We ALL really need to have read and assimilated the posted documents. It'll help guide our 'talk' such that we do not go over issues well handled already (except we think it has not been well handled/covered). We also need someone to help translate our discussions into French, any volunteers mail me!

* Phase 1: November 20th - Nov 30th: work with the timeline below

' Nov 20th -22nd: Lets meet YOU!! And your organization (Lets know what you do, how you do it, and where you are!)

' Nov 23rd - 29th: Discussion on key issues/topics stated under "WHAT". A moderator will handle each topic. Here's where all your thoughts, observations and experience come in! Do not forget to read the posted documents please!

' Nov. 30: A summary of the week's discussion @ the eGroup which wil be adapted into by one of us incorporating sustainable ideas and suggestions raised. Nick then incorporates our document, the WSIS African Youth Document, into the global text!

Phase 2: Dec 4 - 30th: Elaboration on the WSIS Agenda, here we delve into more areas as encountered raised in Phase one.

3. WHERE:

We'll be @ http://groups.yahoo.com/group/wsisyouthafrica/ from Nov 20th - 30th and Dec 1- 2 for feedbacks to Summary of the week's discussion.

4. WHY:

Development of African strategy for the achievement of the WSIS Youth Caucus goals - which include inclusion in the WSIS process of structuring a statement of Political will and a workable plan of action that takes into consideration the diversity that exist in our various antecedents and inclusion of YOUTH Oriented positions and plans of actions in each governments perspectives.  That WHY we are coming together from far and near, our way of shaping our future for the better

5. How:

We'll be taking the various aspects/topics that we propose to input into, mull on them using the provided documents as stepping stones and our various experiences as points of references as guides! The eConference becomes our 'village square' or 'Chaupal' as it is called in some parts of the world, where our age grade/group, discuss, disagree and finally come to a consensus as to the way forward for us and for our society, taking into consideration other youths of the World, Our immediate society including government & other parastatals and the generations of the future.

OUR how becomes:

* Revision of posted documents

* Discussion of new ideas and those within these documents in light of experience since they were created and from what we garner from the present state of things

* A final draft from OUR thoughts and discussions on this conference as brought together by US!

6. FINALLY:

Friends, lets have us a lively discussion on what the information society means to young Africans (Anglophone, Francophone, Arabic speaking nations and all others inclusive), how they can and are contributing...'
