أسئلة كثيرة تراودني، وأنا مثل أي فلسطيني، يعيش على هذه الأرض، المضرجة بدماء قوافل الشهداء، وأنات الجرحى، ومعاناة الأسرى، وفقر الفقراء، وعوز المعوزين، وحصار المحاصرين، أسأل نفسي، وأسألكم، ماذا تنتظرون من حوار الفصائل بالقاهرة، وماذا إذا، ما فشل هذه الحوار، لا قدر الله؟
سرحت كثيرا، فيما، قد تؤول إليه قضيتنا، واوضاع شعبنا، في حال الفشل، في إعادة اللحمة، وتصحيح الانقسام، فوجدت الصورة قاتمة، ومذهلة.
هل ننتظر، عودة الفصائل، وخاصة، فتح، وحماس، دون اتفاق؟ ليقتتلوا ، فيقتلوا أولادنا، ونساءنا، وأطفالنا، ويدمروا ما تبقى، من أمل، لنا في الاستقلال، ونضيع باقي الأرض بأيدينا، ونهجر شبابنا، ونمزق أسرنا؟
تلك هي الصورة القادمة، إذا لم تتفق، فتح، وحماس، أو، إذا، لم يفرض عليهم اتفاق بالقاهرة.
إن الجمهور الفلسطيني، من المحيط إلي الخليج، والمهجر، بشكل عام، وفي الضفة الغربية، وقطاع غزة، بشكل خاص، مطالب اليوم، أن يقول كلمته، ويعبر عن إرادته، في رفض استمرار الانقسام، واللعب في مصيره، ومصير قضيته .
ولذلك، ومن هنا، أناشد الشعب العربي الفلسطيني في كل مكان، أن يخرج بقوة إلي الشارع، لرفض، استمرار قادته، في اللعب، بمصيره، وعليه، أن يقول كلمته قبل فوات الأوان.
إن الفعل الجماهيري، المغيب عن الساحة الفلسطينية، بفعل الانقسام الحالي، يجب أن يستعيد دوره، بعد، أن أصبحنا على شفا حفرة، من الضياع، والتشتت. وأقول:
إذا كان، لدينا فصائل وأحزاب لا زالت وجهتها فلسطين، فعليها التحرك.
وإذا كان، لدينا مؤسسات أهلية واجتماعية لا زالت وجهتها النهوض فعلاً بالشعب، والقضية،عليهم جميعا، التحرك بالضغط، على المتحاورين بالقاهرة، للاستجابة، لرغبة، وإرادة، الجمهور الفلسطيني، لإعادة الوحدة، إلي قضيتنا وقيادتنا.
وإذا كان، شعبنا الفلسطيني حياً، وأعتقد جازماً، أنه ما زال، شعب حي، ومبادر، يريد الحياة، والكرامة، أن يخرج عن صمته، ليقول كلمته، ورأيه بقوة، للضغط على فتح وحماس، للاتفاق ولذلك أقترح ما يلي:
1- الخروج بمسيرات حاشدة، علي كل الأرض، المتواجد، عليها فلسطيني، الساعة العاشرة، من صباح، يوم الثلاثاء، الموافق، السابع من تشرين الاول، القادم، وفي لحظة، وتوقيت واحد، ليقولوا لحماس، وفتح، «كفى» نريدكم موحدين، إذا، أردتم الاستمرار في تمثيلنا وحمل أمانة هذه القضية المقدسة.
2- رفع العلم الفلسطيني الموحد لشعبنا فقط وعلى الفصائل، والأحزاب عدم رفع راياتهم، لكي تكون فلسطين فقط هي الأساس.
3- شعار واحد فقط يكتب على راياتنا
« نعم للوحدة الوطنية، نعم للقضية الوطنية، نعم لفلسطين»

ازمات ، مشاكل ، تراجع ثقافى وفكرى وعقلى، تخلف سياسى واجتماعى، انحطاط ثقافى، تراجع وانهدام قيم العدالة والحب والمساوة تضييق المصالح ، كل دول مستقلة فى حدودها وتحافظ فقط على ارضها فى حدود صغيرة
إنّ الواقع العربي المهزوم الراهن والعمل لإيجاد بدائل إيجابيّة يتطلّب الخروج أوّلاً من المشكلات والمأزق الّذي يعيشه الفكر العربي المعاصر في كيفيّة تحديد جملة مفاهيم ترتبط بالهويّة والانتماءات المتعدّدة للإنسان العربي، وبدور الدّين في المجتمع، وبالعلاقة الحتمية بين حرّية الوطن وحرّية المواطن، وبالفهم الصّحيح للعروبة وللمواطنيّة وللعلاقة مع "الآخر"، وفي التلازم المنشود بين الفكر والحركة.
والادلة كثيرة على التراجع الثقافى الفكري الحاصل على مراحل منذ ربع قرن تقريباً، هو تدنّي انحاطط مستوى الشعارات المطروحة على المستويين الوطني والقومي. فبعدما كانت أهداف العرب في الاربعينات الخمسينات والستينات هي التحرّر والتوحّد بين الأوطان، أصبح الهمّ الأساس الآن هو الحفاظ على وحدة كل وطن من خطر الضيع التشرذم والصراعات. وبعدما كانت الحرّية تعني تحرّراً من الاحتلال والتسلّط الأجنبي، أصبحت معايير الحرّية تقاس الآن بمدى "الاستقلال" عن العلاقة مع دول عربية أخرى! كذلك بتنا نرى التراجع في مسائل العدل الاجتماعي ومحاربة الفساد وكيفية توزيع الثروات الوطنية. حتى على مستوى الحركات السياسية ذات السمة الدينية، فإنّ شعاراتها انتقلت من عموميات "الأمّة" إلى خصوصيات المذاهب والاجتهادات!! كما انتقل بعضها في أساليبه من الدعوة الفكرية إلى الاقتتاتل والانقلابات و العنف المسلّح وما يجلبه من ويلات لأصحاب هذه الحركات ولأوطانهم وللأمّة معاً.
أام وضع الشباب العربى فقد أضحىبين ناريين أحد خيارين، أحلاهما مرٌّ له ولأوطانه: السلبية القائمة على مفاهيم فردية نفعية، أو الاندفاع نحو حركات فئوية تفرّق ولا توحّد، وبعضها يخدم كيد الأعداء، حتى وهو يصارعهم!
الواقع العربي الراهن تختلط فيه مفاهيم كثيرة لم تُحسَم بعدُ فكرياً أو سياسياً. وهذه المفاهيم هي أساس مهم في الحركة والوسائل والأساليب، كما هي في الأفكار والغايات والأهداف. فما هو الموقف من التعدّدية بمختلف أنواعها داخل المجتمع، وما هو الفاصل بين المقاومة المشروعة وبين الإرهاب المرفوض، وما هي العلاقة بين حرّية الوطن وبين حرّية المواطنين؟ وكيف يمكن الجمع بين الديمقراطية الحقيقية وبين الحفاظ على وحدة النسيج الاجتماعي في كلّ بلد؟ وهل طريق الديمقراطية يمرّ في تجزئة الكيانات إن لم نقل في إخضاعها للسيطرة الأجنبية أولاً؟
وتقع المشكلة في انعدام الإرادة العربية القوية المشتركة، وفي تقييد الإرادات المحلية الوطنية ورهنها ولسياسات خارجية. إذ لا مشكلة عربياً في الإمكانات والثروات، ولا في العقول والخبرات وحجم الطاقة البشرية، بل هي مشكلة عدم التوظيف الصحيح لما تملكه الأمّة من خيرات مادية وبشرية.
تضاهى بها العالم باكمله

إنّ التّعامل مع سلبيّات الواقع العربي الراهن والعمل لإيجاد بدائل إيجابيّة يتطلّب الخروج أوّلاً من المأزق الّذي يعيشه الفكر العربي المعاصر في كيفيّة تحديد جملة مفاهيم ترتبط بالهويّة والانتماءات المتعدّدة للإنسان العربي، وبدور الدّين في المجتمع، وبالعلاقة الحتمية بين حرّية الوطن وحرّية المواطن، وبالفهم الصّحيح للعروبة وللمواطنيّة وللعلاقة مع "الآخر"، وفي التلازم المنشود بين الفكر والحركة.
فهناك قطاع كبير من العرب لا يجد أهمّية الآن للأمور الفكريّة أو للمؤسّسات المهتمّة بالفكر والثقافة، وهذه الفئة من العرب تجد أنّ الأولويّة الآن هي للأمور الحركيّة والعمليّة حيث لا يجوز إضاعة الوقت والجهد في قضايا "الفكر والتنظير"، بينما نجد في المقابل أنّ العديد من المفكّرين العرب يكتفون بطرح الفكر ولا يساهمون في بناء المؤسّسات الّتي تقدر على تحويل الأفكار إلى برامج عمل تنفيذيّة.
إذن، هي معضلة الآحادية في الحالتين: فالفكر هو الّذي يحدّد الأهداف المرجوّة من أي عمل، وهو الّذي يوفر وضوح الرؤية خلال مسيرة تنفيذ برامج العمل. لكن لا قيمة للفكر إذا لم يعالج عمليّاً مشاكل قائمة وإذا ما بقي أسير الكتب وعقول المفكّرين. فالقيمة الحقيقيّة لأي فكرة تتحصّل من مقدار تعاملها مع الواقع ومشاكله والقدرة على تغييره نحو الأفضل.

ثمّ ما هي آفاق هذه الديمقراطيات المنشودة من حيث العلاقة مع إسرائيل، وهل ستكون "الشرق أوسطية" هي الإطار الجامع لدول المنطقة أم ستكون هناك خطوات جدّية نحو تكامل عربي شامل يعزّز الهويّة العربية المشتركة ويأخذ بالنموذج الاتحادي الأوروبي كصيغة مستقبلية للعلاقة بين الدول العربية؟
إنّ التغيير المنشود عربياً لن يتحقّق على أيدي من يمنعون حدوثه محلياً وخارجياً. فالتغيير الإيجابي الذي حدث ويحدث في غير الدائرة العربية كان دافعه الأول هو مرجعيات شعبية سليمة اختارت أيضاً من يحكم باسم شعوبها ومن يقود حركة تغيير مجتمعاتها.
المشكلة هي الآن في انعدام الإرادة العربية المشتركة، وفي تقييد الإرادات المحلية الوطنية ورهنها لسياسات خارجية. إذ لا مشكلة عربياً في الإمكانات والثروات، ولا في العقول والخبرات وحجم الطاقة البشرية، بل هي مشكلة عدم التوظيف الصحيح لما تملكه الأمّة من خيرات مادية وبشرية.

التغيرات الاقتصادية والاجتماعية فى قطاع غزة - Posted By: enas
وذكر التقرير أن العام الماضي شهد تحولات سياسية و اقتصادية بدأت باتفاق مكة بين حركة فتح و حركة المقاومة الإسلامية "حماس" وتخللها صراع داخلي مسلح انتهى بسيطرة حركة حماس على قطاع غزة.
وحسب التقرير المرسل لـ"قدس نت" اليوم فان الحصار والإغلاق الإسرائيلي للمعابر قد أثر بشكل كبير على حركة الأفراد وتوزيع البضائع وتحديد نوع البضائع الواردة إلى قطاع غزة ، علما بأن إجراءات الحصار والإغلاق بدأت منذ العام 2000 حيث منع السكان من السفر عبر معبر الكرامة أو مطار اللد أو مطار غزة الدولي.
ونتيجة لتلك الإجراءات فان العام 2007 شهد إغلاقا وحصارا لم يسبق له مثيل منذ قدوم السلطة الوطنية الفلسطينية في العام 1994 ، حيث أغلق معبر رفح بنسبة 84% من أيام السنة ، وأغلق معبر بيت حانون " ايرز " تماما أمام العمال الغزيين العاملين في إسرائيل الأمر الذي أدى إلى فقد آلاف العاملين أعمالهم في إسرائيل أو في الخارج ، إضافة إلى حرمان الطلاب والسكان من السفر والتنقل من والى خارج القطاع.
كما ازدادت نسب الإغلاق في معبر كارني التجاري والذي يعتبر أهم المعابر التجارية في قطاع غزة من 29% عام 2006 إلى 64% عام 2007 ، وأغلق معبر صوفا بنسبة 40% عام 2007 ، كما استمر إغلاق معبر رفح التجاري منذ الانسحاب الإسرائيلي في سبتمبر 2005 ونتيجة لإغلاق المعابر التجارية انعدمت الصادرات من قطاع غزة خلال النصف الثاني من العام 2007 بعد أن وصلت نحو 38.3 مليون دولار خلال النصف الأول من العام نفسه ، أما الواردات فقد تراجعت من 368 مليون دولار عام 2006 إلي 222 مليون دولار خلال النصف الأول من العام 2007 ، وقد انعكست نتائج الإغلاق على آراء أصحاب الشركات والمنشات حيث تراجع معدل التفاؤل بتحسن أوضاع المنشات من 45% عام 2006 إلى 14% في نهاية العام 2007 ويعود ذلك لانسداد الأفق السياسي وتشديد الحصار على قطاع غزة .
وأوضح التقرير أن الإغلاق أثر على الأنشطة الاقتصادية حيث انعكس على معدلات الاستثمار في قطاع غزة حيث لم تسجل أية شركة أجنبية منذ الربع الثاني 2006 وكذلك تراجع تسجيل الشركات الخاصة المحدودة بنسبة 31.6% مقارنة بالعام 2006، هذا التراجع اثر على الأنشطة الاقتصادية حيث توقف عن العمل نحو 90% من المنشات العاملة في القطاع الصناعي خلال العام 2007.
أما قطاع الإنشاءات فقد توقف عن العمل بشكل شبه تام، الأمر الذي أدى إلى تعطل ألاف العاملين في ذلك القطاع إضافة لتوقف جميع المشاريع الإنشائية والتطويرية الخاصة بالمنظمات الدولية والمنظمات غير الحكومية ، أما القطاع الزراعي فقد تضرر بشكل كبير بسبب هذا الحصار ، حيث بلغت خسائر الفراولة لوحدها نحو 15 مليون دولار خلال الموسم الزراعي 2007، وفي نفس الوقت فقد انخفضت التسهيلات الائتمانية التي تقدمها البنوك العاملة في قطاع غزة بنسبة 59% عام 2007.
وأظهر أن عدد سكان قطاع غزة قدر بنحو 1.399 مليون نسمة في العام 2007 بزيادة قدرها 3.55% مقارنة بالعام 2006، بلغت نسبة القوة البشرية- السكان فى سن العمل- حوالى 51.4% من مجموع السكان، و لا تزال القوى العاملة المشاركة منخفضة مقارنة بالدول المجاورة فقد بلغت273300 فرد ( 38% من القوى البشرية) خلال العام 2007.
كما بلغ معدل البطالة حسب التعريف الموسع 35.2% عام 2007 فيما بلغ 40% عام 2006، أي أن معدلات البطالة تراجعت بحوالي خمس نقاط، بينما بلغت هذه النسبة حسب تعريف منظمة العمل الدولية نحو 29.7% عام 2007 و 34.8% عام 2006 ، هذا التراجع في معدلات البطالة لا يرجع إلي تحسن في الاقتصاد الغزي بل إلى تضاعف أعداد العاملين بدون اجر عام 2007 مقارنة بالعام 2006، حيث مثلوا 11% من مجموع العاملين(192100 ) في العام 2007 .
وحسب التقرير فبالنسبة لتوزيع العمالة على القطاعات الاقتصادية يتضح أن قطاع الخدمات يحتل نصيب الأسد من حيث حجم التشغيل ، حيث بلغ معدل العاملين فيه نحو 51% من إجمالي عدد العاملين في قطاع غزة ، يليه قطاع التجارة والفنادق والمطاعم بنسبة 18% ومن ثم قطاع الزراعة بنسبة 13% يليه قطاع النقل والتخزين والاتصالات بنسبة 6.9% ومن ثم الصناعة بنسبة 6.6% وأخيرا قطاع الإنشاءات بنسبة 4.2% ، ويلاحظ هنا ارتفاع نسبة مساهمة قطاع الزراعة في التشغيل بسبب تحول الكثير من العاملين الذين تعطلوا عن العمل في القطاعات الأخرى إلى الزراعة.
ونتيجة لتردي المناخ الاستثماري العام فقد انخفضت نسب أرباب العمل من 4.2% في 2006 إلى 2.7% في نهاية العام 2007 ، ويرجع ذلك إلى إغلاق العديد من الشركات وهجرة جزء كبير من رؤوس الأموال إلى الخارج، في المقابل الذي ازداد عدد الذين يعملون لحسابهم من 31500 في 2006 إلى 40600 في العام 2007.
وبين التقرير أن 80% من الأسر في قطاع غزة تقع تحت خط الفقر البالغ نحو 2300 شيقل لكل أسرة شهريا ، وحسب دراسة صادرة عن UNDP فأن 70% من الأسر تقع تحت خط الفقر في قطاع غزة ، ويرجع ارتفاع معدلات الفقر إلي زيادة عدد العاطلين عن العمل والذين يعملون بدون اجر و كذلك تدنى وتاكل الأجور وخصوصا في القطاع الخاص.
وبالرغم من ارتفاع معدلات الفقر بشكل غير مسبوق في قطاع غزة فقد رافق ذلك ارتفاع في مؤشر غلاء المعيشة خلال العام 2007 بنسبة 4.4% مقارنة بالعام 2006 بسبب ارتفاع أسعار المواد الغذائية وأسعار المشروبات والتبغ والنقل والمواصلات وغيرها .
وأشارت الإحصاءات إلى أن 75% من سكان قطاع غزة يواجهون صعوبة في توفير السلع المعيشية، وتفيد الدراسات أن حوالي 80% من سكان قطاع غزة تلقوا مساعدات خلال العام 2007.
وقال التقرير " إن استمرار إغلاق المعابر سيؤدي إلى توقف بقية القطاعات الاقتصادية التي لم تتوقف بعد ، إضافة إلى تعطل العاملين فيها والبالغ عددهم 55000 عامل واعتبارهم ضمن فئة العاطلين الجدد وعلى وجه التحديد قطاعات الزراعة والخدمات .
وحسب التقرير فمن المتوقع أن ترتفع نسبة البطالة إلى 45% على الأقل في حال استمر الحصار الاقتصادي، وقد ترتفع إلى 73% في حال انهيار السلطة الفلسطينية، وبالتالي فإن لم يتحقق تقدم علي مدار السنوات القادمة باتجاه تنمية اقتصادية، فإن الانعكاسات السلبية ستتمثل في زيادة النزعة إلي الهجرة . أما في حالة استمرار الإغلاق فإن الشباب العاطل عن العمل سيكون في وضع جاهز للانحرافات الاجتماعية والأمنية ، الأمر الذي سيؤدي إلى زيادة العنف الداخلي والجريمة.
و في حال استمر الحصار، من المتوقع أن يستمر ارتفاع الأسعار ونفاذ كثير من السلع والخدمات، الأمر الذي يسهم في اضمحلال استراتيجيات التكيف (أكثرها خفض النفقات علي الغذاء) التي يتخذها السكان منذ العام 2000، مما فاقم مشاكل الصحة العامة وخصوصاُ ازدياد نسب سوء التغذية لدي الأطفال، الأمر الذي يهدد المستقبل العلمي و العملي لجيل الشباب الغزي في خلال بضعة سنوات.
وأكد المعهد أن الخروج من الأزمة الحالية يتطلب إعادة تقييم الأوضاع السياسية والاقتصادية لدى متخذي القرار الفلسطيني، وكذلك الدول والمنظمات المعنية بالجانب الفلسطيني وبالتالي ينبغي على الأطراف التي تدير قطاع غزة (السلطة الفلسطينية في الضفة الغربية، حكومة الأمر الواقع في قطاع غزة، الدول العربية، إسرائيل، الدول المانحة) أن توفر مناخا ملائما لتحييد المدنيين وحمايتهم من الصراعات والتجاذبات السياسية من اجل رفع الحصار .

النظريات العامة, التي تتحدث عن سبب اشتراك الناس في السياسة, تجعل الأحزاب السياسية بوصفها البؤر, التي تكمن فيها طاقة الوعي والفعل السياسيين, موضوعاً مركزياً لتحليلها. إن دراسة هذه الأحزاب, بنيتها الاجتماعية وطبيعتها الأيديولوجية, تتيح لنا إمكانية التنبؤ بالسلوك السياسي للمواطن إلى حدٍّ كبير, دوافعه ومقاصده. كما تتيح لنا إمكانية البحث عن البيئة السياسية - النموذجية للمشاركة السياسية.
هنالك نسق معرفي معتمد في الجامعات والمعاهد العالمية العليا, تحت اسم علم الأحزاب السياسية المقارن, ينطلق الباحثون فيه من القناعة بأن ازدياد حجم المشاركة السياسية وتطوير أساليبها من خلال الأحزاب السياسية والجمعيات الأهلية والأطر المدنية, هو المدخل الصحيح اليوم إلى مواطنة صحيحة وإلى حياة وطنية أرقى وأشدّ تماسكاً.
وخلاف ذلك يعني الحكم بالبؤس السياسي على المجتمع وتهميشه, وتردّي الشعور بالانتماء والمسؤولية لدى المواطن.
إن العديد من الأنظمة والشعوب صارت تأخذ اليوم مُثل التعددية والديموقراطية السياسية على محمل الجدّ, وباتت تراهن على حياة سياسية- إنسانية أرقى بكثير مما لو احتكر فرد أو حزب أو عرق أو طبقة الحياة في نفسه. وهذه النظرة أو الأسلوب غدا علامة صحيحة على تقدم المجتمعات سياسياً وحيويتها.
الأطروحة الشهيرة التي هيمنت على النظم السياسية في العالم العربي ودول العالم الثالث, ومنظومة الدول الاشتراكية في القرن العشرين على اختلاف أنماطها, كانت تقول: إن المصلحة الوطنية الحقيقية وسلامة النظام سياسياً واجتماعياً,تكمن في التماه بين الدولة والمجتمع وحزب وحيد يمنح نفسه احتكار الشرعية السياسية والقانونية, وينطق باسم المجتمع وشرعيته, بعد أن استعار صوته ولغته. وقد شخص عالم الاجتماع الفرنسي ريمونآرون خمسة عناصر رئيسة مشتركة بين هذه الأنظمة:
1- احتكار النشاط السياسي ليقتصر على حزب واحد.
2- تحرك ذلك الحزب بفعل أيديولوجية تغدو الحقيقة الرسمية للدولة.
3- تمنح الدولة نفسها احتكار وسائل القوة والإقناع.
4 - معظم النشاطات الاقتصادية والمهنية مندمجة بالدولة وخاضعة للحقيقة الرسمية.
5- الخطيئة الاقتصادية أو المهنية تغدو خطيئة أيديولوجية ,وعليه فينبغي أن تعاقب بإرهاب أيديولوجي وبوليسي في آن معاً.
واقع الحال أن هذه النظم عمدت انطلاقا من هذه القناعة الأيديولوجية إلى تقويض الحياة السياسية الحزبية داخلياً. وقلًصت الحراك الاجتماعي المدني إلى أدنى حدّ له, وحالت دون نشوء فاعلين سياسيين, وقضت على كل أشكال المشاركة أو المساهمة السياسية

ان جوهر متغيرات عصر العولمة وأثره على الثقافة، لافتاً أن كثير من النظم والأفكار والقواعد المعرفية في هذا العصر قد تهاوت لحساب رباعية البيانات والمعلومات والمعارف والحكمة، التي باتت محدداً رئيسياً لهذا العصر بسبب التطور المتسارع للعلوم وتكنولوجيا المعلومات والعلوم وعلوم الأخرى.
أن ثورة الاتصال والمعلومات عمقت الهوة بين الدول وداخل البلد الواحد مما يستدعي من المثقف الفلسطيني وبلدان الوطن العربي التأمل والتفكير ومتابعة المستجدات النوعية التي ستدفع إلى بلورة مفهوم جديد للمعرفة، وذلك بعد أن أصبحت الثقافة والمعلومات من أهم صناعات هذا العصر بلا منازع.
وان صناعة المعلوماتية والثقافية والمعرفية مرتبطة إلى حد كبير بالحضارة الرأسمالية التي تهيمن عبر لغتها الإنجليزية على 85% من وثائق الانترنت والمكالمات الهاتفية وعلى أكثر من هذه النسبة على مراكز البحث والاختراع العلمي في العالم كله، انه لم تعد الفجوة بين البلدان المتقدمة وبلدان العالمين الثالث والرابع بما فيها البلدان العربية مجرد فجوة موارد بل أصبحت فجوة معرفية بدرجة أساسية نتيجة هذه الثورة الهائلة في تكنولوجيا المعلومات والاتصال في العقود الثلاثة الأخيرة.
المجتمعات العربية استمرت في حالة الانقطاع المعرفي وظلت الفرضيات الغيبية هي الحاكمة على صعيد الفكر العربي، واستمرت أيضاً محكومة في تطورها الاقتصادي الاجتماعي للنمط الريعي المركزي والتجاري إلى نظام التبعية والتخلف حديثاً، مما أدى إلى حدوث حالة من الانفصام امتد بين المعرفة والممارسة والذي شكّل عقبة في وجه تفتح الرؤية العقلانية العربية وأبقاها أسيرة لمناخ التخلف ومظاهره.
أن السيطرة الرأسمالية المعولمة على العالم باتت تهدد كل المناطق خصوصاً البلدان العربية، وهى تعيش الآن حالة من الانحطاط والخضوع لم تشهد له مثيلاً في العصور السابقة، والثقافة السائدة أصبحت أقرب إلى ثقافة التخلف وتبرير الخضوع والتبعية أو ثقافة الأمر الواقع المرتبط بالفساد والمصالح في مشهد عربي بائس ومهزوم يحمل في طياته العديد من المعوقات.

علت الابتسامة وجوه الالاف من الاشخاص على ضوء استمرا ارتفاع سعر صرف الدولار مقابل الشيكل الاسرائيلي فهذا يعنى ان خسائرتهم في انخفاض مستمر، وهذا بدوره اعاد لهم التوازن في الخطط المستقبلية التي اصيبت بنكسة خلال الاشهر الماضية !!
ولكن وهنا قد يعتبرنا البعض بان ليس في جعبتنا الا اخبار سيئة!!! عندما نقول كلمة لكن ...
من السابق لاوانه الحديث عن تعافى كامل للدولار وخير دليل ما حدث بداية الاسبوع الحالى عندما انخفض الدولار وبضربة واحدة (نتيجة المضاربين الباحثين عن ارباح سريعه) الى مستوى 3,47 شيكل وبعد يومين عاد الدولار الى الارتفاع ليبدء بملامسة سقف 3,60 شكيل وهناك من توقع من الخبراء ان يصل الدولار الى مستوى 3,65 خلال الاسابيع القادمة وهذا اقصى ما يمكن الوصول اليه حتى نهاية العام الحالي !! (لان هناك معارضة جديدة من قبل بعض الجهات المالية بعدم رفع قيمة الدولار الى اكثر من ذلك) بانتظار التحولات في الاقتصاد الامركي الذي يعتبر المؤشر الرئيسي للاقتصاد العالمي والدولار بشكل خاص.
ان احد اسباب ارتفاع سعر صرف الدولار هو انخفاض سعر النفط الخام في الاسواق العالمية فمنذ 5/8 يترواح سعر برميل النفط الخام في الاسواق ما بين 110 دولار و120 دولار وهذا الاستقرار في سعر النفط فتح المجال امام ارتفاع حاد في قيمة الدولار، كما يفتح المجال امام اندفاع حاد اما نحو الاعلى او الاسفل في سعر النفط رغم ان التوجه هو ان يستمر سعر برميل النفط في الانخفاض بالمستقبل القريب. وهذا نجد ان بعض المحللين وصف هذا بانه بمثابة حبة الاسبرين التي ظهرت اثارها على الدولار المريض .
هذا التحول الايجابي في سعر صرف الدولار امام الشيكل اعتبره البعض من الموظفين بانه بركة من بركات اقتراب شهر رمضان المبارك الاسبوع القادم، فقلت له لا تبالغ يا صديقي فالدولار لا يعرف رمضان ولا غيره يعرف الارقام ويعرف الحقائق الاقتصادية الجافة وهذه الحقائق تؤكد ان من السابق لاوانه وانه مهما تعافى الدولار وهما تدخلت البنوك المركزية لحماية الدولار فانه لن يعود الى سابق عهده والذي اقترب بها الدولار الى سقف 5 شيكل، فالمعيطات الاقتصادية في اسرائيل وهي الاكثر تاثيرا فينا تقول بان اسرائيل دخلت مرحلة تباطئ اقتصادي قد تتحول لاحقا الى مرحلة ركود، وهذا يعنى تدهور اكثر في مستوى الحياة، واذا نظرنا الى التقارير القادمة من الولايات المتحدة والتي تؤكد جميعها بلا استثناء ان كل ما شاهدناه من تدهور في الاوضاع الاقتصادية ليس الا بداية الطريق وان القادم اقسى من ذلك بكثير....
اتمنى ان نكون واقعيين، ان لا نخلق الكذبة ونصدقها.. كعادتنا ...

يركز اليوم الاممي للشباب هذا العام على محاربة آفة الفقر. وبالفعل هناك عدد من الشباب الصغار الذين يقدمون وقتهم ومجهودهم من أجل المشاركة في بناء عالم أكثر مساواة. من بين هؤلاء ليلي وأصدقاؤها، الذين فازوا بجائزة "كأس الشباب" المقدمة من اليونسف في مسابقة "السفراء الشباب". ليلي التي لم تكمل بعد السادسة عشر من عمرها، كونت مع مجموعة من أصدقائها نشاطاً اسمه "حجر للمدارس الإفريقية". فجمع الأصدقاء الكثير من الأحجار، وكانوا يرسمون عليها ويبيعونها لصالح بناء المدارس في إفريقيا.
وبهذا العمل البسيط، تمكن الشباب الصغار من جمع مبلغ عشرة آلاف يورو، وأرسلوه لبناء مدرسة في جنوب إفريقيا

لوقت الفراغ أهمية كبرى فهو لا يخلو من عنصر اللذة والسعادة التي يحققها الفرد حين يمارس نشاطا يشبع
رغبته مهما كانت طبيعة هذا النشاط ومهما تطلب من جهد يحقق لصاحبه الفائدة والمتعة لأنه متصل بحاجات الفرد ذاته بغض النظر عن التزاماته نحو المجتمع، وهو يحرر الفرد من روتين الحياة اليومية، ويخلصه من التوتر العصبي الناتج عن الملل الذي يعاني منه الإنسان في المجتمع.(3) وإذا كان الاعتراف بأهمية وقت الفراغ والعمل على زيادته يعتبر كسبا للإنسانية، فإن عدم تنظيمه أو إساءة استعماله يخلق لها الكثير من المشكلات، مما يضيع هذا الكسب ويحوله إلى خسارة.(4) لذا نجد أن الدول المتقدمة تضع مسألة تنظيم وقت الفراغ واستغلاله في أولويات مخططاتها وبرامجها الاجتماعية. وهي تسعى في ذلك إلى تأمين القاعدة المادية الضرورية لاستغلال أوقات الفراغ عند الشباب والشرائح الاجتماعية المختلفة بما ينعكس إيجابيا على مستويات الحياة الاقتصادية والفكرية والاجتماعية.
ومن أجل بناء سياسة فاعلة قادرة على توظيف إمكانيات الشباب وطاقاتهم تظهر أهمية الدراسات الاجتماعية التي تمكن من تحديد الأطر الموضوعية في كل توجه نحو عملية البناء الذي يشكل فيه نشاط الناس في أوقات فراغهم لبنة أساسية مهمة
لكن فى عالمنا العربى وقت الفراغ لا فائدة منه فلا استغلال فى المتعة ولا استغلال فى العمل والنجاح

المعتقلين بأن اضطربات حدثت صبيحة هذا اليوم داخل سجن صيدنايا العسكري على خلفية قيام بعض النزلاء باستعصاء داخل السجن يعتقد بأنه تأتى احتجاجاً على ظروف الاحتجاز وسوء المعاملة ,وسرعان ما تطورت هذه الأحداث لتأخذ طابعاً أليماً عند لجوء إدارة السجن وكما جرت العادة إلى الاستعمال المفرط للقوة في قمع الاحتجاج مما نتج عن ذلك ووفق معلومات لم يتسنى لنا التأكد منها من مصادر مستقلة عن سقوط عدد من القتلى والجرحى في ظل غياب لأية إحصاءات دقيقة عن عددهم نظراً لعدم توفر المعلومات 0

شارك اليوم اعضاء ومنصرى ومتطوعى منظمة الدفاع الدولية فى المعرض الفنى الذى اقامه برنامج غزة للصحة النفسية فى قطاع غزة وذلك فى قاعة رشاد الشوا الثقافية
وقد عرض متطوعى منظمة الدفاع فيلم جديد يوضح تعديب احد الاطفال الفلسطينين على يد قوات الاحتلال الاسرائيلى
وقدم المتطوعى عدد من الصور الفنية ذات العلاقة بالتعديب من صور اعتقال وضرب وقتل ولوحات فنية جميلة
وقد شارك فى المعرض منسق منظمة الدفاع فى فلسطين وغزة ادهم طبيل ومازن خليل وهم ايضا من الاعضاء النشيطين فى تكنك كلوبل
واجمع الحاضرون فى نهاية المعرض على ضرورة تفعيل دور الشباب الحقوقى والانسانى خاصة فيما يتعلق برصد انتهاكات حقوق الانسان فى الاراضى الفلسطينية والحد من هذه الانتهاكات ومحاولة اثارة الرأى العام الدولى حول انتهاكات حقوق الانسان فى فلسطين
