1. Proposed Program
In observance of International Youth Day, the Youth Partnership for Peace and Development will rally other youth organizations and conduct this event on 12th August. The event will also work to create awareness among the young people to rally policymakers for effective participation and inclusion as a development tool to achieve the MDGs as well as promote employment opportunities which will be preceded by a caravan.

Youth Partnership for Peace and Development has therefore decided to organize a National Youth Forum, based on this year's IYD theme “YOUTH AND CLIMATE CHANGE: TIME FOR ACTION,” for local youth organizations to discuss the key challenges facing youth today as well as finding suitable solutions and also providing them with a platform for to showcase their work.
The selection of this theme for IYD 2008 is in recognition of the fact that climate change has already begun to devastate communities and deepen the effects of poverty and hunger. This situation complicates the challenges that youth face. However, young people are increasingly adding their voices to the call for action on climate change.
It is important to actively engage youth in areas of preparedness, risk reduction, adaptation and mitigation:
 Preparedness and disaster risk reduction is about building individual and community capacities so that the likelihood of climate change-induced disasters is reduced and that people are able to respond promptly, expeditiously and effectively.
 Adaptation entails actions that moderate harm, or exploit benefits, of climate change.
 Mitigation entails actions that minimizes or cushions the adverse impacts of climate change.
A youth network will produce a theme paper on the Day, distribute promotional materials and hold a press conference to further encourage the observance of International Youth Day in Sierra Leone.
As the International Youth Day draws closer, there arises the need for youths through the Youth Partnership for Peace and Development in Sierra Leone to come up with an activity in commemorating this prestigious day in the lives of every youth cross-cutting global issues among which is environmental protection.
The International Youth Day gives the world an opportunity to recognize the potential of youth, to celebrate their achievements, and plan for ways to better engage young people to successfully take action in the development of their societies. It presents a unique opportunity for all stakeholders to rally together in ensuring that young people are included in decision-making and effective participation at all levels.
The imagination, ideals and energies of young men and women are vital for the continuing development of the societies in which they live. This was recognized over forty-three years ago by the Member States of the United Nations including Sierra Leone, when they endorsed the Declaration on the Promotion among Youth of the Ideals of Peace, Mutual Respect and Understanding between Peoples in 1965.

2. Background and Rationale
The problems of young men and women, as well as their vision and aspirations, are an essential element of the challenges facing today's societies and future generations. In all parts of the world, young people, living in countries at different stages of development and in different socio-economic situations, aspire to live full lives in their societies. Certain elements would help in this process, such as ensuring education, access to employment opportunities, adequate food and nutrition, a physical and social environment that promotes good health and protection from disease, enjoyment of human rights and fundamental freedoms, participation in decision-making processes, and access to cultural, recreational and sports activities.
Since the International Youth Year, the world has experienced fundamental political, economic and socio-cultural changes. Young people represent agents, beneficiaries and victims of such changes which will inevitably affect us into the next century. The peoples of the United Nations, through their Governments, international organizations and voluntary associations, are working to ensure that development activities touch youth. But in many countries, the changing global situation has created conditions that have made this goal more difficult to achieve. Among them are: limited physical and financial resources for funding youth programmes and activities; inequities in social, economic and political conditions, including racism and xenophobia; gender discrimination; high levels of youth unemployment; armed conflict and confrontation; continuing deterioration of the global environment; increasing incidence of disease, hunger and malnutrition; changes in the role of the family; and inadequate opportunity for education and training.


3. Program Goal and Objectives
ˉ To contribute to the global effort of getting millions of young women and men out of the chains of social exclusion and marginalization.
ˉ To mark the forty-third (43rd) anniversary commemoration of the International Youth Day (1965-2008)
ˉ To contribute to a better social justice for youth in Sierra Leone and the world at large
ˉ To share experiences, plans, and strategies for young men and women in development and social integration in post-war Sierra Leone.
ˉ To build a better Sierra Leone for youth, thus consolidating the hard-earned peace.
ˉ To rally with policy makers and all actors concerned for the inclusion of youth in development processes and at the same time capacitate them to spare-head youth-led initiatives in their communities.
ˉ To promote climate change awareness among youth and the general communities.
ˉ To enable youths become creative and productive taking the future into their hands.
ˉ To voice our opinions on the most prevalent issues of today, helping to make a permanent impact throughout Sierra Leone.
ˉ To develop a youth position paper and submit to H. E. the president of the republic of Sierra Leone for immediate actions.

4. Target Beneficiaries:
The primary beneficiaries will specifically be youth within the National Youth Policy brackets (15—35 years), from around the four regions of the country. In the procession, there will be five hundred beneficiaries and in the National Youth Forum there will be two hundred delegates from across the country.
Secondary targets will be the general public through our publications and radio/TV programs.

5. Proposed Activities:
Proposed activities to be carried in the implementation of the project will be as follows:
- Initial mobilization and meetings with regional youth focal points
- sending letter and invitations to delegates in the regions and the capital
- Press conference
- Media coverage
- Publication
- Procession/ youth rally/caravan
- National Youth Forum
- Reporting


6. Monitoring and Evaluation
There will be periodic monitoring and will be used to prepare periodic reports on the planned activities and achievement of the project. Beneficiaries will also form part of the evaluation team as to measure up whether the project has achieved or not as against it planned objectives.

7. Organizational Background
The Youth Partnership for Development Sierra Leone (YPPD) is a non-governmental and non-profit making youth-led organization that was founded on the 12th August (International Youth Day) 2005.
It all started with young people coming together for the formation of this organization.
The organization however was borne out of the desire of bringing young people onboard who can serve as agents of change and activists in their respective communities for the promotion of advocacy and youth engagement in nation building.
We believe in the strengths of young people as agents of positivism in terms of national development. Through this we strongly believe as young people that there is the need for us to come together and build the confidence needed in others, this is simply because there is the need for us to come together in stepping for positive changes in our various communities and the world at large.

The organization however was borne out of the desire of bringing young people on board who can serve as agents of change and activists in their respective communities for the promotion of advocacy on young people’s engagement in nation building.
We believe in the strengths of young people as agents of positivism in terms of national development. With our vision, we develop insight from the daily struggles of our fellow young people in and outside Sierra Leone.

This initiative is entirely managed for and by young people in Sierra Leone, which we consider as a novelty in the lives of every young person.
We have at this time taken the bull by its horn in addressing the varying issues and challenges faced by our fellow young people, which for far too long and still remain to be unaddressed.
Through this we strongly believe as young people that there is the need for us to come together and build the confidence needed in others in stepping for positive changes in our various communities and the world at large.

In response to the challenges that children and youth face and in line with the increased attention governments and the international community are giving to children and youth, the YPPD-SL has made a commitment to integrate and deepen its work by first preparing a strategy on children and youth.
The strategy focuses that youth and children should not be seen as problems or an issue, but as active agents of their own development in all spheres.

YPPD-SL seeks to provide a ‘youthful voice’ that seeks to address the numerous challenges facing leaders of tomorrow by effectively using young resourceful minds to influence the course of global policy formulation and development in a consistent and harmonized manner.

OUR VISION
We have a vision whereby young people can maximize their participation in development and democracy; shaping the present and future for their communities and societies. Thereby advocating for the rights and dignity of our fellow young people that are marginalized and voiceless.

OUR MISSION
Our mission is to advocate, inform, involve, inspire and celebrate social change led by and for youth around the country. We connects with organizations and individuals who support young people, and build an alliance between youth groups, empower and develop the marginalized and vulnerable youth of Sierra Leone and Africa at large for them to become responsible future leaders by taking active part in the decision making process and development programmes locally, nationally and internationally.

Also, mission is to educate and inform the youth on global issues; Inspire youth to take action; encourage youth participation in global issues; Identify and build sustainable partnerships aimed at youth development; and provide young people with tools and resources for effective action.

KEY ISSUES OF MAJOR CONCERN TO US.
In acknowledging young people as trusted partners in democracy and development, as well as people with the right to life and health, we respond to the call for our youth-focused programmes to address the global agenda on poverty alleviation and HIV/AIDS. In addition to our areas of strategic focus and mandates of our programmes, we recognized that there are other important priority areas of youth development other than our core programmes. These include disaster management, peace building and conflict resolution and the Millennium development Goals relevant to public health and formal education systems.

OUR STRATEGIC PROGRAMME AREAS
Our mandates demands that we focus on the following four strategic areas:

Youth Enterprise Development
This area of work represents a promising avenue for young people to create their sustainable livelihoods, supported be appropriate programmes and supportive policy environment. Sierra Leone Youth Partnership for Development plans to promote sustainable livelihoods among young people as a strategy for poverty reduction and enhancement of living standards through youth enterprise training and research into other innovative projects in collaboration with our partners.
In this drive, we are tremendously trying to bridge the divide between non-disabled and the disabled young people.

Youth Networks and Governance
Our work in this area will give young people an opportunity to promote and provide practical support for the achievement of our fundamental values. The goal of this strategic programme is to enhance the capacity of young people and youth networks to influence governance processes at local and national levels in partnerships.

Youth Participation
Participation is an essential vehicle for young people’s development, and it contributes to development in wider spheres through building conscious, tolerance and active citizenship. The goal of this strategic programme area is to realize the potential of young people as citizens through their participation in, contribution and engagement with national, social, economic, political and cultural development processes.

Youth Work Education and Training
our work in this area recognizes that young people, youth leaders and youth servers all bring experiences and perspectives to the learning environment and, through formal and non-formal training creates opportunities and contribute to build a professional youth service. Through this Programme, we plan to promote the profession of youth work, guided by codes of service and regulatory mechanisms.
