The young people of Africa are pleased with the bold stance of the leaders of the continent, who adopted the New Partnership for Africa's Development (NEPAD) in July 2001. The Partnership is a commitment by African leaders to get rid of poverty and to place the African continent on a path of lasting growth and development. It is founded on African States practicing good governance, democracy and human rights, while working to prevent and resolve situations of conflict and instability on the continent.

The World Assembly of Youth and its member countries in Africa are certain that NEPAD will yield good results for the continent, and that a bright future of peace, progress and prosperity may indeed be a possibility through NEPAD. It is, however, fundamental that YOUTH become partners in the implementation of the ideals and targets of NEPAD. It is YOUTH that are both leaders of today and leaders of tomorrow. Without a buy-in by the young people of Africa, NEPAD may not outlive its founders. YOUTH are a force for change, for progressiveness and for development.

This proposal seeks to create awareness and define an action agenda for youth to be involved in NEPAD. The key coordinating youth organs, at a national level, are National Youth Councils. These are national umbrella bodies of youth organizations, and form the membership of the World Assembly of Youth (WAY). By engaging the National Youth Councils in NEPAD, young people will become directly involved and committed to its successful implementation. The World Assembly of Youth seeks to garner continental as well as international youth support for NEPAD, and to encourage National Youth Councils in Africa to come up with programmes to support national implementation of NEPAD action plans. We also intend to promote partnerships with National Youth Councils outside Africa, such as from G8 member states.

This is a proposal for the holding of a Workshop on NEPAD and the Role and Responsibilities of National Youth Councils. The workshop will bring together leaders of National Youth Councils in Africa, develop awareness and a better understanding of the NEPAD process, and draw up action plans.
We applaud the commitment of H.E. Prime Minister Jean Chr
