*** INTERNATIONAL SEMINAR ***
The seminar will take place from Sunday 26 October to Friday 31 October under the title "New Europe – where next?".

The seminar will debate the changes that are taking place in Europe at the moment. The last months have brought major changes to the European Union: ten new countries are on the way to join and a European Constitution was drafted. What difficulties will be faced by an Enlarged European Union of 27 or more members? Will the Constitution be strong enough to keep the countries and Union together? As the Congress takes place directly after the seminar, we hope to reflect on the JEF answers to these questions and the political and organisational decisions to be made at the Congress.

By placing the seminar in Sweden, just weeks after its referendum on joining the Euro, we hope to emphasise the role played by public opinion in the development of the future Union. We cannot achieve our political goals without ensuring that the public understands and supports our goals. By drawing on the experiences of Sweden and our sections in Central and East European countries, which have recently held referenda on joining the EU, we hope to learn more about how to achieve this.

Introductions, working groups, training sessions and interactive activities throughout the week will try to tackle the following topics:
- What will be the political priorities of the enlarged EU?
- How will an enlarged EU work?
- Beyond the ten
- Does the Convention method work, and can it be used for future Treaty hanges?
- What will happen in the IGC, and how can JEF react?
- Which prospects for federalism in Europe?
- The European Economy towards 2010
- What can we learn from the 2004 referendums?
- European security from a neutral country perspective
- What lessons can we learn from the Iraq debate?

When we are not busy debating, we will have some fun social activities like bowling, ice hockey and also some traditional Swedish leisure activities.

A complete draft programme of the seminar will be available online at the beginning of September. The seminar will gather 50 young people coming from all over Europe. It is organised with the support of the Council of Europe and the European Union (PRINCE programme on the Future of Europe).

*** JEF EUROPE CONGRESS ***

On the weekend of 1-2 November the JEF Europe Congress will meet to elect the new Executive Bureau of JEF Europe and to decide on JEF Europe's policies for the 2 coming years. Sections' delegates are encouraged to attend the seminar. Seminar participants who are not delegates are invited to stay for the weekend and to attend the Congress as observers. There are around 50 places for the seminar only (Sunday to Friday). However, please note that applications from Congress delegates wishing to attend the seminar will be given priority for financial reasons. Congress delegates who are not attending the seminar are kindly asked to register for the Congress using the online application form available under

APPLICATION FORM : To apply for the seminar or register for the Congress, please fill in the online-application form on our website. Candidates who need a visa are encouraged to apply as soon as possible and to provide their passport data in their application form.

COSTS:

* SEMINAR AND CONGRESS
Participation fee: 100 EUR . This covers participation in all activities and full board from the evening of Sunday 26/10/03 to the morning of Sunday 02/11/03.
Travel reimbursement: 70% of an economy train, ferry or flight ticket, up to a maximum of 200 EUR.
Travel reimbursement will be given on the spot at the end of the seminar, to participants who have attended all sessions. Reimbursement will be provided upon presentation of travel documents, clearly showing the amount spent.
A few scholarships covering partly or totally the participation fee are available on special request.

* CONGRESS ONLY
Participation fee: This covers attendance to the Congress and full board (2 nights) from the evening of Friday 31/10/03 to the morning of Sunday 02/11/03.
There is no travel reimbursement provided to participants and delegates attending the Congress only. However, extra-ordinary travel reimbursement could be provided on a case-to-case basis to a few Congress delegates coming from countries far away from Sweden and with high travel costs.
