The aim with this conference is to offer scholars in sweden, who deal with poverty and/or capacity-building issues in low income countries, a forum for scientific discussion, where they can present current research and be encouraged to develop important lines of research within this field. Researchers dealing with low income countries traditionally associated with the third world as well as those dealing with poor areas within the former eastern block are welcome. The main purpose is to discuss how unequal access to basic resources and other structural factors forge and put constraints on peoples choices and possibilities of action, and determine their forms of organisation. This actualises important issues of ethnicity, class, age and gender. A central focus is on how larger social, economic and political structures for the distribution of resources forge insecurity and vulnerability in an unequal manner. What are the forms of resistance to such inequality? how can efforts be mobilised to create conditions for improvement? the conference will also provide a scope for considering the causes of vulnerability in environmental, technical and administrative systems under scarce resources. Emphasis will be put on the interaction of processes on different levels of scale in time and space. Relevant topics of discussion will include:
biodiversity, children and youth, climate, corruption, environment, ethnicity, food and water, gender, hazards, health, infrastructure, law, religion, urbanity, war and violence, and welfare. Who should attend?

abstracts should be about one page long (2000-3000 characters). Please add to your abstract biographical information (name, affiliation, e-mail). It is up to the chair of the workshop to decide whether or not the paper can be included in the final schedule. The conference also welcomes abstracts on topics that are not represented among the workshop themes, such as cultural studies, media and language. The abstracts will be published on www.
