On the occasion of the 55th Pugwash Conference on Science and World Affairs, International Student/Young Pugwash (ISYP) is organizing its third annual conference: "Engaging a New Generation for Peace", to be held on 21 and 22 July 2005 in Hiroshima, Japan.
The 2005 ISYP Conference aims to bring together not only members of ISYP’s community but also young students and professionals who are willing to share their expertise in the search for novel ways to link the theories of world security and conflict resolution (in the broad sense this can include climate change, biodiversity, sustainable development, institutional building, etc.) to practice, from individuals and local governments to international institutions and global corporations. The objective of the conference is to create an inclusive ISYP statement containing our community’s ideological core and path for the future. For this purpose, two types of submissions are invited from participants: either an essay presenting the essential ideological core of ISYP or a paper on specific ISYP topics with a focus on practice and methods to move forward.
ISYP Hiroshima Essay Competition

In order to prepare for the launching of a statement that will eventually serve as one of ISYP’s reference documents, the organizers of the ISYP Hiroshima 2005 Conference have designed a special competition. This competition will be focused on finding high quality essays that transmit the spirit, ideals and goals of International Student/Young Pugwash, integrating the topics and positions adopted by our global community. Selected essays would have to be well-written, articulate documents, encompassing in a limited number of pages the ideas, feelings and thoughts of a diverse community that extends around the world; they would be, in essence, summaries of ISYP’s vision for the future.

Depending on the availability of funds, one to three prize winners will be selected, who will receive full travel reimbursement (based on lowest available fares, with a maximum of US$ 1,500). The Organizing Committee of the 2005 ISYP Conference will serve as a jury for the competition. The criteria used by the jury will be 1) the literary quality of the text, 2) the ability to synthesize and convey the Student/Young Pugwash ideals, 3) the exposition of the opportunities and challenges for ISYP.
All candidates are required to submit either an essay as part of the ISYP Hiroshima Essay Competition or a paper dealing with one or more of the topics of the conference, keeping in mind that the central goal is to put theory to practice. Submitting both an essay and a paper is also allowed. Participants will be selected on the basis of either their essay or their paper. For candidates submitting papers, the quality and relevance of the papers constitute the prime selection criteria, taking into consideration a fair regional and gender representation. In general, the organizers are seeking papers that reflect a certain degree of originality, the inclusion of a plurality of perspectives, a good degree of applicability, and a youth perspective of the problems pertaining to world security and conflict resolution.
In principle, all national Student/Young Pugwash groups proposing qualified candidates will get a slot (if available). If there remains space for more than one participant from different countries, priority will be given to those National Groups that are more active and/or that have a more relevant role to play in the topics addressed at the conference.
The deadline for the submission of an essay or an abstract of a paper is 15 March 2005, while the organizers expect the full versions of the papers to be submitted no later than 1 June 2005. The papers accepted for the ISYP Conference can also be submitted as “proffered papers” to the working groups of the senior Pugwash Conference – the working group topics are (tentatively): (1) Towards a Nuclear-Weapon-Free World; (2) Minimizing the Risks of WMD Proliferation and Terrorism; (3) Black Market and Export Control; (4) Fissile Material and Civilian Nuclear Fuel Cycle; (5) Regional Security (Middle East, South Asia and East Asia); (6) Sustainable Development (Health, Food, Energy and Environment). After revision, some of the selected papers will be included in the ISYP Journal on Science and World Affairs.
The participants of the ISYP Conference will also participate in the subsequent 55th Pugwash Conference on Science and World Affairs (Senior Pugwash) from 23–27 July 2005. This year, the organizers of the 55th Pugwash Conference have allocated space for 30 ISYP participants, 6–10 of which will be from Japan, the remaining to be distributed among international participants. The selection of the 30 participants will be based on their ability to create a dynamic and rich debate. In this sense, one of the chief criterions for selecting participants will be their professional or academic background and qualifications.
It is uncertain how much travel reimbursement will become available. Participants carry the responsibility to raise their own funds. For those candidates who identify potential sources of funding for their travel expenses, ISYP can assist applicants by providing any additional information needed, contacting funding sources, etc.
Candidates interested in participating in the conference must meet the following conditions:
1.Submit the application form presented below along with either
·an essay (between 1000 and 2000 words), or
·an abstract of a paper (between 250 and 400 words),
or both, no later than 15 March 2005. All documents should be sent via email to the following address: board@student-pugwash.org
2.For candidates who are members of existing Student/Young Pugwash groups, the application must be endorsed by the representative of their respective group. The representative is also asked to inform the organizers of any possible indications for the selection process (for example, which candidates have not attended an ISYP event in the past).
3.For candidates who are not part of an existing Student/Young Pugwash group, the application must be sent along with an up-to-date curriculum vitae and a short statement (1000 words or less) explaining the reasons why he or she should be selected as a participant to the conference.
Pre-selected candidates are expected to submit the full version of their papers no latter than 1 June 2005.
