Dear Colleagues,
The 9th World Scout Youth Forum will take place in Hammamet, Tunisia,
from Monday 29 August to – Thursday 1 September 2005, just prior to the 37th World Scout Conference.
1. ORGANIZATION
Les Scouts Tunisiens, the National Scout Organization of Tunisia, will host the Forum. They have set up a Host Committee chaired by a young leader to arrange the event and they are working with enthusiasm to offer working facilities appropriate for such an event.
2. PLANNING COMMITTEE
As specified in Resolution 10/93 on Youth Forums, the agenda and procedures of the Forum are under the responsibility of the World Scout Committee. However, as recommended by the same Resolution, the World Scout Committee has appointed a Planning Committee, which will, among other things, be responsible for recommending the main content of the agenda of the Forum.
The Planning Committee has been appointed according to the Guidelines of the World Scout Youth Forum. It comprises the following persons:
• Abdessalem Mghirbi (Mr.), Les Scouts Tunisiens (Chairman)
• Tinatin Koiava (Ms.), Georgian Organization of the Scout Movement
• José Mazuze (Mr.), Liga dos Escuteiros de Moçambique
• Thomas Metelmann (Mr.), The Danish Scout Council
• Paula Orsini (Ms.), Scouts de Argentina
• Hui-Chun Shu (Ms.), The General Association of the Scouts of China
One Executive from the World Scout Bureau:
• Mr. Arturo Romboli, Project Officer, Relations and World Events
3. THEMES AND PROGRAMME
In their first meeting, in Geneva in March 2004, the Planning Committee agreed on a number of topics that would be relevant for the Forum participants to discuss. Both Scouting and non-Scouting topics were considered.
“Challenges for Young, Global Citizens” includes:
• Globalization – the impact on young people and our responsibilities as Scouts.
• The UN Millennium Development Goals – What can we do as Scouts?
• The impact of Scouting
“Challenges in Young People’s Life” includes:
• Challenges for young people and their professional and personal future
• Actual problems encountered by young people with a goal
• The generation gap
“Challenges in Scouting” includes:
• Items from the agenda of the World Scout Conference, 2005
• The Strategic Priorities
• Development of youth involvement in WOSM
The Planning Committee will develop methodologies that provide participants with opportunities for sharing ideas and developing skills. In general the methodology will be interactive, provocative, creative and flexible – in order to appeal to young people.
Various working methods will be used to share ideas, to encourage discussions, and to reach recommendations for the World Scout Committee.
Our Tunisian hosts will also organize activities, close to nature and in a “Scout spirit”, to discover and enjoy their country and to develop closer relationships among participants.
4. PARTICIPANTS
Each National Scout Organization is invited to send a delegation to the World Scout Youth Forum.
In Resolution 4/96 adopted by the 1996 World Conference in Oslo, the Conference recommends that each National Scout Organization sends at least one delegate to World Scout Youth Forums.
Each delegation may be composed of a maximum of two delegates (participants with right to speak and vote) and three observers (participants with right to speak but not to vote). Only individuals who are members of WOSM can be delegates to the World Scout Youth Forum. The participants must be between their 18th and 26th birthdays in the year of the Forum (2005); in other words, have been born between 1st January 1979 and 31st December 1987.
a. Profile
World Scout Youth Forum participants should have:
• Experience in decision making at the institutional level within their National Scout Association and/or at Regional level,
• Knowledge of current issues under consideration in the World Organization of the Scout Movement,
• Some experience in or knowledge of conference participation, techniques of developing recommendations, and
• Some experience in representing young people.
b. Delegates and Observers
There are two kinds of participants in World Scout Youth Forums: delegates (max. two with the right to speak and to vote) and observers (max. three with right to speak but not to vote). At the time of registration each delegate and observer will be required to produce an official letter of appointment clearly indicating whether they are a delegate or observer, signed by the Chief Commissioner, International Commissioner or other responsible official of his or her National Scout Organiszation. (This letter is not needed if the information is on the official appointment of delegates form sent to the World Scout Bureau in advance.)
c. Selection
National Scout Organizations are responsible for ensuring the selection of appropriate participants in World Scout Youth Forum. The selection process should take into consideration the participants’ capacity to contribute to the Forum topics. They should be selected in a democratic way, and the method of selection should involve young members. If possible, participants should be elected by their peers according to democratic principles, and
they should represent other young people within their association (national youth platforms: youth forums, networks, etc.).
d. Participation
As far as possible, National Scout Organizations should, in the selection of their participants attempt to achieve an equitable representation of their membership (geographical, ethnic and social background). Specifically, where a National Scout Organization includes both male and female youth members it is recommended that there be balanced participation of both genders.
e. Preparation
National Scout Organizations are responsible for providing support to Forum participants in their preparation for the event. Participants should be selected or provided with training in
accordance with the criteria listed above. Adequate information about the topics to be discussed by a World Scout Youth Forum will be given to National Scout Organizations early enough to allow them to pass it on to their participants to prepare for the Forum.

It is very important that the participants are familiar with the contents of these documents in advance of the Youth Forum.
5. PARTICIPATION IN THE WORLD SCOUT CONFERENCE
As recommended in Resolution 6/02 adopted in 2002 in Thessaloniki, National Scout Organizations are encouraged to include Forum delegates or observers in their World Scout Conference delegation. This is facilitated because:
• the World Scout Conference will take place in Yasmin Hammamet (a 30-minute drive from Hammamet) just a few days after the World Scout Youth Forum,
• an inter-event programme will be provided to Forum participants during the three days between the two events,
• a special combined “Forum + Conference” fee ranging from 470 Euros to 830 Euros has been set for young participants below 26 years of age taking part in both events.
