The conference will establish a collaborative approach to and solutions for children without parents through an open forum of communication between governments and relevant NGO’s.

Harvard Law School Child Advocacy Program will host the special session; Protecting Children Globally: International Adoption, on November 10th, from 5-7 pm
Workshop Topics
Review of Child Placing Requirements and Procedures Worldwide:
1) Assuring safety for all fostered and adopted children
The role of adoption organizations and their accountability for the placement of every child, including post placement visits
Adoption education and parenting courses for prospective adoptive parents
Effective screening and evaluation tools for prospective adoptive parents
Transparency in the decision making process for the placement of every child
1) New methods for collecting, processing and retaining data in CPS to support accurate and consistent decision making
Achieving transparency and assuring ethical practices
Strengthening the Alliance between Governments and Central Authorities Worldwide
1) Human rights concerns including; moratoriums, post placement supervision, corruption, baby trafficking and placements in the best interest of the child
Uniformity of adoption laws, policies and regulations
Establishing government entities which mediates and enacts control over policy making and country requirements
Transparency and regulation of fees
Solutions for street children and refugees
Practical solutions
Creation of International Council on Child Placement Policies as a task force for model policies, data collection and coordination body between policy-makers, oversight organizations, and child placement service providers.
Panel Discussions
Panel discussions and workshops will include experts from a broad spectrum of disciplines in order to achieve a comprehensive perspective on the issues. Attendees will be invited to present specific issues and questions relating to their individual governments and to share best practices. |
