The Comprehensive Peace Agreement signed on January 9, 2005 ended Sudan’s long civil war, but as millions of Southern Sudanese contemplate returning to their homeland, the prospects of rebuilding this huge region in which almost everything was destroyed are daunting. South Sudan includes at least 63 ethnic groups with different traditions, and the long stays in exile or IDP camps, the lack of education and high level of illiteracy, the ignorance of democratic concepts, and the continuing instability in the region all suggest the grave threat of ethnic conflict. If the new South Sudan is to maintain and strengthen its social cohesion, a concerted process of integration of all the region’s citizens, both those that are returning and those that never left, must occur. Civil society organizations can play an important role.



Although only a handful of independent civil society organizations have been able to function in South Sudan before the CPA, a growing number of NGOs established in Khartoum or outside Sudan are now beginning to move back. There is still a shortage of housing, transport, communications infrastructure, financial institutions and much else that will be necessary, but some intrepid Sudanese groups are determined to pioneer this still-virgin territory. One particularly promising group is the Rise Development Organization, which was first established as the African Youth Solidarity Organization with branches at various Sudanese universities and high schools, and is an affiliate of the United Network of Young Peace-builders (UNOY, http://www.unoy.org). Rise members have been involved in a variety of educational, health, development, and peace building activities, and will use Endowment assistance to help in the building of a democratic South Sudan.
